东盟V国是中国第三大汽车出口市场，从2017年10月至2020年8月，该国先后4次发布了涉及制造、组装、进口以及检测、认证、登检等一系列加严进口汽车检验要求的技术法规，给我国汽车及其零部件出口造成严重贸易障碍。我国通过启动WTO规则下的“特别贸易关注”议题，成功敦促该国认可除欧盟COP认证评估之外其他国家的认证评估程序。文章认为合理利用WTO规则可以有效地减轻技术壁垒对我国出口产品的负面影响，提出了政府应建立快速反应预警机制，地方政府和海关共同打造重点产品技术性贸易措施研究评议基地，企业通过科技创新主动破解技术障碍等建议。
Abstract:
Asean Country V is the third largest automobile export market of China. From October 2017 to August 2020, this country has issued a series of technical regulations concerning manufacturing, assembly, import, testing, certification, and entry inspection of imported automobiles for four times, which has caused serious trade obstacles to the export of Chinese automobiles and their parts. By starting the "special trade concerns" under WTO rules, China has successfully urged the country to recognize the certification evaluation procedures of other countries except the European Union COP certification evaluation. The article holds that rational use of WTO rules can effectively reduce the negative impact of technical barriers on Chinese export products, and puts forward some suggestions that the government should establish a rapid response early warning mechanism, the local government and the customs should build a study and review base of technical trade measures of key products, and enterprises should actively crack the technical barriers through scientific and technological innovation.
