PPP模式具有投资规模大、运营周期长以及需要复杂的设计规划等一系列不确定性的特点，运营过程中可能因客观环境出现的种种未知变化及利益相关者的行为导致项目风险分担发生变化，现有风险分担方法在解决PPP项目风险分担的问题上相对缺乏针对性，而合理的风险分担关系到PPP项目的可持续发展。文章探讨PPP项目的风险分担方式，通过构建一个基于修正Shapley值的PPP项目风险分担模型并通过案例分析，得到详细的PPP项目的风险分担比例结果，以达到以下两个目的：其一，分配结果可减少项目未来风险发生的管理成本；其二，在项目周期内，可视化的风险分配结果能促使项目主要参与方养成项目管理的谨慎性，从而有意识有能力的去控制去应对属于本方的风险，进而为PPP项目步入成熟阶段保驾护航。
Abstract:
The PPP Model has the major characteristics of large investment, long operational period and complex design planning and so on. During the operation process, the risk sharing modality may encounter changes due to the various unknown changes in practical environment and in the stakeholders’ behavior. In terms of risk sharing of PPP projects, the existing modality seems relatively less targeted, while a reasonable risk sharing modality for PPP projects is critical to the sustainable development of PPP projects. This paper discusses the risk sharing mode of PPP projects. By constructing a PPP project risk sharing model based on the modified Shapley value and through case analysis, the detailed risk sharing proportion results of PPP projects are obtained to achieve the following two purposes: first, the allocation results can reduce the management cost of future risks of the project Second, during the project cycle, the visual risk allocation results can encourage the main participants of the project to develop the prudence of project management, so as to consciously and effectively control and deal with the risks belonging to their own party, and thus escort the PPP project into the mature stage.
