摘要:
在建设“重要窗口”的过程中，以国内“双一流”高校信息化服务项目和数字化治理方案为调研对象，采用内容分析与访谈调查的方式，文章总结归纳优秀案例和成功经验，研究高校数字治理的要素构成、实施路径、权责体系、技术保障等诸多问题。基于数字治理与数据治理的理解辨析，从制度政策、组织形态、文化培育、成熟度模型等方面，讨论如何构建适应于高等教育的数字治理体系，以期探索出一条师生共同参与、注重基层建设的数字治理新路径。
Abstract:
In the construction of "important window" in the new journey, with the domestic "double first-class" colleges and universities information services and digital control scheme as the research object, with the method of content analysis and interview investigation, summarized outstanding cases and successful experiences, research the elements of digital management in colleges and universities, the implementation path, the power and responsibility system, technical support, and many other problems. Based on the understanding and discrimination of digital governance and data governance, this paper discusses how to construct a digital governance system suitable for higher education from the aspects of system policy, organization form, culture cultivation, maturity model, etc., in order to explore a new path of digital governance that teachers and students participate together and pay attention to grassroots construction.
