Title:: Theoretical Consideration on Constructing Clean Customs System from the Perspective of Human Nature

摘要:: 文章运用了马斯洛的需要层次理论、奥尔德弗的ERG 理论、亚当斯的公平理论和寻租理论分析了腐败产生的动机和根源，认为海关关员腐败的原因与低层次的需求、高层次的需求都有关系，提出应该从人性本质出发，在建设清廉海关体系时，制度设计上既要体现人文关怀，更要坚持权力制衡的理念。

Abstract:: The article analyzes the motive and cause of corruption using Maslow’s needs hierarchy theory, Alderfers’s ERG theory, Adams’s equity theory and rent-seeking theory. It holds that the causes of corruption of customs officers are related to low-level needs and high-level needs. It is proposed that the essence of human nature should be taken into consideration and in the construction of a clean customs system, the system design should not only reflect humanistic care, but also adhere to the concept of power balance.
