摘要:
环境责任保险是管理环境风险的有效工具，全国各个环境责任保险试点地区均在探索建立完善的环境责任保险制度以管理环境风险。为了解决当前广西环境责任保险试点存在的问题，应完善法律制度；建立挂钩约束机制；建立污染专家鉴定评估机制；扩大试点范围及扩大保险覆盖范围；在特定行业采用强制环境责任保险，并引入财务担保制度。完善高效的环境责任保险制度，将有益于实现环境污染的外部成本内部化，引导企业加强污染风险管理，提高环境风险监管、损害赔偿等的效率。
Abstract:
Environmental liability insurance is an effective tool for managing environmental risks. All pilot regions for environmental liability insurance in China are exploring to establish a comprehensive environmental liability insurance system to manage environmental risks. In order to solve the current problems existing in Guangxi’s environmental liability insurance pilots, the legal system should be improved; a linking and binding mechanism, a pollution expert evaluation mechanism should be established; the scope of pilots and insurance coverage should be expanded; in the specific industry, environmental liability insurance should be used forcibly and a financial guarantee system should be introduced. An efficient environmental liability insurance system will benefit to realize the internalization of the external costs of environmental pollution, therefore guiding enterprises to strengthen pollution risk management, and improving the efficiency of environmental risk and damage compensation supervision.
