摘要:
目前，为了推动公民参与，提高公共政策制定的透明度、科学性和民主性，公开征求意见已然成为我国公共部门制定公共政策过程中的一项重要举措。但是，我国目前在公共政策公开征求意见方面还存在着缺乏统一规范、方式参差不齐、实际效果不佳等问题，应该制定统一规范、加大技术投入、加强宣传互动，以增强公众参与的积极性和主动性，提高公共政策公开征求意见的实效和质量。
Abstract:
Currently, in order to promote citizen participation, improve the transparency, science and democracy of public policyformulation, soliciting opinions from the public has become an important measure which is taken by China’s public sector in theprocess of public policy making. However, at present, there are also some problems while soliciting opinions from the public in theprocess of public policy making in our country. Such as, lacking of standardized, uneven ways, the actual effect is not good and so on.So we should formulate a unified standard, increase the technical inputs and strengthen publicity and interaction, in order to enhancethe enthusiasm and initiative of public participation, improve the effectiveness and quality of soliciting opinions from the public in theprocess of formulating public policy.
