目的:进一步提升医院科研绩效管理水平,和调动医院科技人员从事科学研究的积极性,提高医院整体科研水平和创新能力。方法:广西某三级甲等公立医院在该院原有科研管理措施的基础上,制定了一套符合该院实际的科研绩效考核方案,从科技成果、专著、指南和共识、制订标准、专利和著作权、中文论文、外文论文、科研项目申报、新立项科研项目、科研项目结题、科研失信行为11项指标对科室及个人进行分类分层绩效考评。结果:根据科室年度目标考核结果对各学科进行年终科研绩效评比,通过实践证明了该科研绩效考核方案是可行的。该科研绩效考核方案已试行2年,效果显著,说明该绩效考核方案设计科学合理,能客观地反映科研现状,值得推广应用。结论:科室目标管理科研绩效评价工作应与时俱进,定期对科研绩效考核方案的指标及其分值进行调整,加强科研绩效管理的导向作用,从而使医院科研绩效评价更科学、规范、合理。

Objective: To further improve the management level of hospital scientific research performance, mobilize the enthusiasm of hospital scientific and technological personnel to engage in scientific research, and improve the overall scientific research level and innovation ability of the hospital. Methods: Based on the original scientific research management measures of a class A tertiary public hospital in Guangxi, a set of scientific research performance evaluation plans was developed that were in line with the actual situation of the hospital. The departments and individuals were classified and stratified in terms of 11 indicators, including scientific and technological achievements, published monographs, guidelines, consensus, standard formulation, patents, copyrights, papers, implementation of scientific research projects, and research dishonesty. Results: The year-end scientific research performance evaluation of each discipline was conducted based on the annual goal evaluation results of the department, and the practice proved that the scientific research performance evaluation scheme was feasible. The scientific research performance evaluation scheme has been put into trial operation for 2 years and has achieved significant results, indicating that the design of the performance evaluation scheme is scientific and reasonable, can objectively reflect the current scientific research situation, and is worth promoting and applying. Conclusion: The evaluation of scientific research performance under department objective management should keep pace with the times, regularly adjust the indicators and scores of scientific research performance evaluation programs, and strengthen the guiding role of scientific research performance management, so as to make the evaluation of hospital scientific research performance more scientific, standardized, and reasonable.
