EPC项目凭借集成化、一体化等优势备受业主的青睐，但由于EPC项目一般采用固定总价合同，业主希望将固定总价的投资在规定工期的情况下要求承包商建造出符合自身要求的工程项目，倾向于将大部分的风险转移至承包商身上。这对于承包商成本风险管控方面提出了重大的考验。文章首先分析了EPC项目成本风险的特点；其次通过文献调查以及实地调研的基础上从设计阶段、施工阶段和采购阶段三个维度分析EPC项目总承包上可能遇到的成本风险影响因素；最后针对重要风险因素提出针对性的解决措施，为承包商在EPC项目成本风险管控方面提供参考借鉴。
Abstract:
EPC project is favored by the owner due to the advantages of integration. However, since EPC project generally adopts total fixed-price contract, the owner hopes to require the contractor to build a project meeting its own requirements with the fixed total price investment under the specified construction period, and tends to transfer most of the risks to the contractor. This poses a major challenge for the contractors cost risk control. This paper firstly analyzes the characteristics of EPC project cost risk secondly, on the basis of literature investigation and field research, the cost risk influencing factors that may be encountered in EPC project general contracting are analyzed from the three dimensions of design stage, construction stage and procurement stage finally, targeted solutions are proposed for important risk factors to provide reference for the contractor in EPC project cost risk control.
