目的:分析“十三五”前后广西卫生人力资源配置情况,为进一步优化卫生人力资源配置提供参考建议。方法:运用人口和卫生资源集聚度、泰尔指数、专题访谈法,综合分析“十三五”前后广西卫生人力资源配置情况。结果:“十三五”期间,广西卫生人员数、卫生技术人员数、执业(助理)医师数、注册护士数分别增长了26.01、35.46、37.06、47.95个百分点。“十三五”前后,全区有8个市各项HRAD均大于1,3个市HRAD/PAD均大于0.95、趋近于1;HRAD-PAD层面,注册护士>卫生人员>卫生技术人员>执业(助理)医师;各项HRAD、HRAD-PAD、HRAD/PAD最高的区域均为较发达地区。各项泰尔指数地区间差异贡献率浮动在65.29%~71.28%,均大于同时期地区内差异。结论:“十三五”期间,广西卫生人力数有所增加,但人均拥有量和人才层次仍偏低。全区卫生人力资源按地理配置公平性优于按人口配置公平性,卫生人力主要集聚于较发达城市,不同发展水平地区间差异是导致全区卫生人力资源配置不公平的主要原因。执业(助理)医师最为短缺。建议通过综合措施予以改善。
Abstract:
Objective: To analyze the allocation status of health human resources in Guangxi around the "13th Five-Year Plan", so as to provide reference suggestions for optimizing the allocation of health human resources. Methods: The allocation of health human resources in Guangxi around the "13th Five-Year Plan" was analyzed comprehensively by using the methods of population and health resource agglomeration, Theil index and special interview. Results: During the "13th Five-Year Plan" period, the number of health care practitioners, health professionals, practicing (assistant) doctors and registered nurses in Guangxi increased by 26.01, 35.46, 37.06 and 47.95 percentage points respectively. Around the "13th Five-Year Plan" , the HRAD of 8 cities in Guangxi was greater than 1, and the HRAD/PAD of 3 cities was greater than 0.95, approaching 1 as for HRAD-PAD, the number of registered nurses is larger than health care practitioners, while the number of above two, health professionals and practicing(assistant) doctors is larger than the latter. The regions with the highest HRAD, HRAD-PAD and HRAD/PAD are relatively developed regions. The contribution rate of the inter-regional differences of each Theil index fluctuated between 65.29% and 71.28%, which were greater than the rate of intra-regional differences in the same period. Conclusions: During the "13th Five-Year Plan" period, the amount of health human resources in Guangxi has increased, but the per capita possession and talent level are still low. The equity of health human resources allocation according to geography is better than that according to population. Health human resources are mainly concentrated in more developed cities. The main reason for the unfair allocation of health human resources in the whole region is the differenced between areas with different development levels. Practicing (assistant) doctors are in the greatest shortage. It needs to be improved through comprehensive measures.
