摘要:
中国-东盟双边技术转移工作机制是中国-东盟技术转移中心推动我国面向东盟国家开展技术转移的重要抓手，是实施对外科技合作的重要模式。文章从该工作机制成立背景和建设成效出发，分析了现阶段存在的东盟国家科技发展不均衡、技术供需信息不对称、专业人才队伍缺乏等实际问题，提出了争取国家部委支持、增加地方财政扶持、加快专业人才队伍培养、加强线上交流对接、推动重点产业合作等提质升级合作建议，以期对进一步推进该工作机制建设起到指导作用，也希望对类似技术转移机构的建设发展提供借鉴参考。
Abstract:
China-ASEAN bilateral technology transfer working mechanism is an important channel for China-ASEAN technology transfer center to promote technology transfer between China and ASEAN countries, and an important mode to implement foreign scientific and technological cooperation. Based on the establishment background and construction results of the mechanism, the thesis analyzes the existing practical problems such as unbalanced development of science and technology in ASEAN countries, asymmetry of technology supply and demand information, and lack of professional talents, and puts forward some suggestions, such as striving for the support of national ministries and commissions, increasing the local finance support, accelerating professional personnel training, strengthening the Online communication and matching, promoting cooperation of key industrial fields, in order to play a guiding role in further promoting the construction of the working mechanism, and also hope to provide reference for the construction and development of similar technology transfer institutions.
