摘要:
通过基于我国国情的多源流模型框架分析旅游业发展用地政策的决策议程，对旅游业发展用地政策的问题、政策和政治源流分别进行深入分析与探讨，对该政策是如何被提上议程、政策之窗的开启进行探索。研究表明，我国的政策发展与西方国家不同，是以党中央为主要政治力量对下级部门形成了约束力量。政策之窗的开启是下级部门根据党中央的决策开展的行动。根据各源流环节中的分析，理清我国政策的决策发展脉络，将积极有效地促进政策的落实。
Abstract:
Based on the multiple streams model framework of Chinas national conditions, this paper analyzes the decision-making agenda of the land-use policy for tourism development, analyzes and discusses the problems, policies and political sources of the land-use policy for tourism development, and explores how the policy is put on the agenda and the opening of the policy window. The study shows that the development of Chinas policy is different from that of western countries. The Party Central Committee is the main political force, which forms a binding force on the lower level departments. The opening of the policy window is an action carried out by the lower level departments according to the decision of the Party Central Committee. According to the analysis of each source link, clarifying the development context of Chinas policy-making will actively and effectively promote the implementation of the policy.
