摘要:
近年来，国有企业经济实力稳步增长，在事关国计民生的众多基础建设项目，或者国家战略性重大工程中扮演着十分重要的角色。对国有企业领导人员特别是“一把手”实施有效监督，降低国企领导人员违规违纪违法问题发生概率，是国有企业持续建康发展的重要保障。针对国有企业领导人员特别是“一把手”监督难的现象，文章结合国有企业纪检监察工作实际，厘清监督难点，分析问题原因，就如何构筑全面有效的闭环监督机制，防止国企领导人员滥用职权、以权谋私提出一些合理的措施，以供参考。
Abstract:
In recent years, the economic strength of state-owned enterprises has been growing steadily, playing a very important rolein many infrastructure projects concerning the national economy and people’s livelihood, or in the country’s strategic major projects.Effective supervision over state-owned enterprises leaders, especially the "top leaders", and reduction of the probability of violations ofdiscipline and law by state-owned enterprises leaders are important guarantees for the sustainable development of state-ownedenterprises. In view of the difficulty in supervising the leading personnel of state-owned enterprises, especially the "top leader", theauthor, in combination with the practice of discipline inspection and supervision of state-owned enterprises, makes clear the difficulties insupervision, analyzes the causes of the problems, and proposes how to construct a comprehensive and effective closed-loop supervisionmechanism to prevent the leading personnel of state-owned enterprises from abusing their power and taking power for personal gain,some reasonable measures for reference.
