摘要:
传统电力建设项目在进行项目经济可行性评价时，并未将其与宏观经济周期波动相关联，只是静态地按照项目可研前三年或五年的区域电力需求和上网电价作为经济测算依据。这就导致部分电力项目在建成投产的时期刚好处于宏观经济周期的衰退期甚至萧条期，项目经营陷入困境。由此延伸其他强周期产业项目也存在同样问题，这就容易造成项目投资前期决策失误，后期经营困难。文章寻找宏观经济周期与项目经济可行性的关系和规律，探讨分析如何更好地研判电力建设项目经济可行性。
Abstract:
In the economic feasibility evaluation of traditional power construction projects, it is not related to the macroeconomiccycle fluctuation, but statically based on the regional power demand and on grid price three or five years before the feasibility study of theproject. As a result, some power projects are in the recession or even depression period of macroeconomic cycle when they are completedand put into operation, and the project management is in a dilemma. Therefore, there are the same problem exists in extending other strongcycle industrial projects. This is easy to cause the decision-making mistakes in the early stage of project investment and the difficulties inthe later stage of operation. This paper looks for the relationship and law between the macroeconomic cycle and the economic feasibility ofthe project, and discusses how to better study and judge the economic feasibility of the power construction project.
