摘要:
当前,广西北部湾北海市、钦州市和防城港市三个城市的灰色基础设施的雨洪快排系统己经不能满足抵御市雨洪灾害。目前当务之急是要快速提高城市防洪(潮)系统和城市小排水系统设计标准,完善城市小排水系统,下大力气建设城市微排水系统,恢复城市水循环,重点解决旧城区合流制排水系统溢流问题,以消除日趋严重的内涝灾害。在后续规划建设中需要充分考虑到全球气候变化导致海平面上升、极端气候的长期性和严重性,气候变化造成的不断增加的城市洪涝灾害风险,并在灰色基础设施建设中介入绿色雨水基础设施,将雨水更多地蓄滞下来,树立排蓄结合的规划理念,恢复和保全山、水、林田、湖的自然格局,健全城市大排水系统。
Abstract:
At present, the rain and flood drainage system of gray infrastructure in Beihai, Qinzhou and Fangchenggang of Beibu Gulfof Guangxi has been unable to resist the urban rain and flood disasters. At present, the rapid rain and flood drainage system of grayinfrastructure in Beihai City, Qinzhou City and Fangchenggang City, Beibu Gulf, Guangxi Province, has been unable to resist the urban rainand flood disaster. At present, it is urgent to improve the design standards of urban flood control (tide) system and urban small drainagesystem, improve the urban small drainage system, make great efforts to build the urban micro drainage system, restore the urban watercycle, and focus on solving the overflow problem of the combined drainage system in the old urban area, so as to eliminate the increasinglyserious waterlogging disaster. In the follow-up planning and construction, it is necessary to fully consider the long-term and severity ofglobal climate change leading to sea level rise and extreme climate, and the increasing risk of urban flood disaster caused by climate change.Green rainwater infrastructure should be built in the middle of gray infrastructure construction to store more rainwater and establish theplanning concept of combining drainage and storage, restore and preserve the natural pattern of mountains, waters, forests and lakes, aswell as improve the urban drainage system.
