摘要:
推进城乡基本公共服务均等化，无论是对我国城乡一体化发展还是区域协调发展而言，都起着举足轻重的作用。实现城乡基本公共服务均等化能够让全体人民更好的共享改革发展的成果，是一项有助于民生发展的制度安排。然而，当前我们国家城乡的基本公共服务仍然存在着许多非均等化的方面，比如教育、医疗、基础设施、社会和生态环境等都存在着区域间的极不平衡现象，解决城乡之间基本公共服务存在的差异性仍面临着较多的困难。推进城乡基本公共服务均等化，需要深化公共财政的体制改革，扩大公共财政的覆盖面，创新城乡基本公共服务的攻击模式，从供给侧进行改革，完善相关的机制建设，从而促进区域的协调发展。
Abstract:
Promoting the equalization of urban and rural basic public services plays an important role in the urban-rural integration and regional coordinated development of China. Equalization of basic public services in urban and rural areas will enable all people to better share the fruits of reform and development. However, the current urban and rural basic public services of China do not realize equalization entirely; there are regional uneven phenomenon in education, health care, infrastructure, social and ecological environment, etc. To solve the differences of the basic public services between rural and urban areas is faced with more difficulties. For promoting equal basic public services between urban and rural areas, it is necessary to deepen the system reform of public finance, enlarge the coverage of public finance, innovation of urban and rural basic public services attack mode, reform on the supply side, improve the relevant mechanism construction, thus promoting regional coordinated development.
