摘要:
科技金融是科技创新的动力所在，是提高我国自主创新能力，增强我国科技竞争力的金融工具、金融制度、金融政策和金融服务的系统性、创新性体系。近年来，国家大力推动科技金融的发展，加强引导、监管、服务等职能，建立扶持政策体系来促进科技金融发展。但政府部门却因对科技金融相关理论的特征理解不全面、实质认识不深刻、体系建立不完善，在具体实践过程中出现了许多弊端，例如政府过度主导，投资盲目入场，融资效率低下等现象时有发生。文章探析科技金融发展演化视角下的科技金融理论、科技金融模式发展，在此基础上对中小企业科技金融发展提出建议，为促进科技金融体系建设的发展与进一步完善提供决策参考。
Abstract:
Technological Finance (TechFin) is a driving force of science and technology innovation, which is financial tools, financial systems, financial policies, and financial services to enhance China’s independent innovation capability and its competitiveness. In recent years, Chinese government has vigorously promoted the development of TechFin, and strengthened the functions of guidance, supervision, and service. It also established supportive policy systems to promote the development of TechFin. However, the government sectors did not fully understand the related theories and undertaking the reform in an imperfect system. So there are many drawbacks in the process of implementation, such as over-controlled the marketing and unwise investment by the government. These drawbacks caused low financial efficiency in some places. The purpose of this paper is to explore the development of TechFin theories and its models from the perspective of the evolution of TechFin. The results of this research would recommend some solutions to small and medium-sized enterprises for their TechFin development.
