摘要:
在对传统省级设计单位面临恶化的经营环境和激烈的市场竞争分析的基础上，分析其存在的主要问题，从基于产业的战略选择和基于资源的战略选择出发，提出传统省级设计单位的发展战略为走向工程总承包集团公司，并探讨变革企业文化、重建企业职能、条块协同、流程再造、聚集管理人才、产业结盟等组织再造措施的六点措施。
Abstract:
Based on analysis of intense market competition environment that traditional provincial level designing unit have to face,the thesis analyzes the main question, and propose the developmental strategy moving towards the project primary contractor groupcompany for the traditional provincial level design unit, which is based on the industrial strategic choice and the resources strategicchoice. And then, the thesis discusses the organization restoration measure including of the transformation of enterprise culture, thereconstruction enterprise function, the vertical and horizontal relationships coordination, the flow restoration, the accumulationmanagerial talent, and the industry forms alliance.
