21 世纪是人类社会发展步入文明的信息时代，推行“以人为本”的服务理念，是现代学校图书馆、公共图书馆 发展建设的需要。重视图书馆员业务综合素质的提高以及转变服务理念、改进服务方法及服务设施，是新时期构建和谐社会文 化教育发展的需要
Abstract:
The 21st century is the information age and social development of human civilization entered, pursue "People-oriented" service concept is the need of modern school library, public library development and construction. The needs of the modern school library, public library development and construction attention to librarians and improve the overall quality of business transformation service concept, improved service method and service facilities, is necessary to construct development of culture and education of harmonious society in the new period.
