摘要:
社会保障双边合作是社会保障国际化的重要组成部分，对于人力资源的国际流动有着重要的影响。欧洲是社保 双边合作比较成熟的地区，值得我国学习与借鉴。中国目前与德国和韩国签署了社保互免协议，但是社保双边合作仍有待加强。 中国与东盟自由贸易区的建成为中国和东盟的贸易往来拉开了新的帷幕，不管是从经济上还是政治上，中国和东盟都有必要进 行社会保障的双边合作，而自贸区的成立、相似的文化背景和良好的国际合作基础都使其成为可能。在合作过程中必然会遇到 一些问题，文章试着从运用国际国内的经验，衔接国际劳工公约和展开合作试点等方面提出了见解。
Abstract:
Bilateral social security agreements on mutual exemption are an important part of the international development of social security, which has a major impact in the International mobility of human resources. Bilateral social security agreements on mutual exemption develops maturely in Europe where is worth our study and learn. China is currently working with Social Security in Germany and South Korea signed a mutual free agreement, but the bilateral social security agreements on mutual exemption remains to be strengthened. China-ASEAN Free Trade Area for the trade between China and ASEAN opened a new curtain. Both economically and politically, China and ASEAN have a need for bilateral social security agreements on mutual exemption. The establishment of a free trade zone, similar cultural background and a good basis for international cooperation have made a possibility to the built of bilateral social security agreements on mutual exemption between China and ASEAN. In the process of cooperation it is bound to encounter some problems, I will have put forward their own views.
